City Siege, is this a bug?

Just wondering if this is a bug:

I am playing Austria vs. AI.

I DOWed Baden, France gets control, creates corps with depot outside city and garrison inside city.

My land phase: Move into area. Then I do an "auto forage" for all my corps (since a lot are just sitting around). Problem is this: in Baden I have Mack with III INF Corps, IIC Corps, Light INF Corps and Grand II Corps. The Light INF and IIC Corps were "auto-foraged" (which is fine), but after I beat the Baden corps in open-field combat it won't let me assualt the city. It just says that these forces have already auto-foraged EVEN THOUGH the III INF Corps and Grand II Corps were paid by "Normal Supply". Shouldn't I be able to assualt the city with these corps?

Please tell me if I forgot some crazy x.xx.x.x.x.x rule or something.

I've noticed this too. It seems as if the game disallows siege if any of the corps have foraged. As you say, you should be allowed to besiege with the ones that haven't.

I'd also like to see an option to pay normal supply for a corps even if it can forage. As it is now, the only way to do that is not to click the autoforage button at all, i.e., manually forage corps everywhere else. There should be a manual don't-forage button.

Sometimes, if it's really important to be able to besiege (like if I'm going to lose a free state otherwise), I march all the corps around in circles before engaging the enemy, to make sure they've expended their movement. It's a bit silly, but it works.

This is normal and kind of illuminates a danger with using the autoforage function. This automatically uses unused movement points which makes it illegal for that corps to try an assault. Individually foraging each corps in the area then being prompted to use or not use unused movement points would be the better way. I could look at allowing a flag to be set for each corps that would cause the autoforage to pass over that corps???

But shouldn't Corps that were paid for by Normal Supply still be able to seige? If not, then this doesn't make sense and should be changed. I don't think that's an EiA rule, correct me if I am wrong.

ALSO:

Is there a limit to factors (during the reinforcement phase) you can add to a corps that is participating in a siege? I am having this problem, although the workaround is use the "move out of city" button, then add your factors, then use "move into city" button and continue the seige. This is all done in the same reinforcement phase.

I think that if any corps foraged and used movement in the area then the siege is off. Even if you have corps that didn't.

7.5.4 SIEGES: These represent the surrounding and reduction of garrisoned enemy cities. A major power's corps may besiege any occupied city in territory controlled by a major power or minor neutral with which it is at war or any city occupied by enemy troops wherever it is located. Guerillas, freikorps and cossacks may only conduct sieges in conjunction with friendly corps. Depot garrisons may never take part in sieges. The forces besieging a city are the "besiegers", and the garrison inside the city are the "defenders". A phasing force that just attacked and won a field or trivial combat in an area may then besiege an enemy city in that same area if [font="Times New Roman"]all corps in the, phasing force used depot (regular, sea and/or invasion) supply, and/or did not use unused movement points to modify a foraging roll [/font](see 7.4.1.2.2).

No, it is implemented incorrectly. Yes, in some cases, it gets it right by autoforaging. However, in other cases, it gets it wrong. In SOME of those wrong cases, the player can manually work around the issue. But, not in all of them.
 
First, the incorrect situation is when there is a field combat in an area, and there is later supposed to be a siege breakin attempt.
 
If the autoforage button is used, and there is enough forage value (including movement), they will forage USING movement, and thus be prevented from assaulting the city.
 
If the manual forage button is used, the corps can be told to not use their movement, but this may mean a loss of factors.
 
There is no game mechanic (interface-delivered) to force a specific corps to pay for supply and still fight a field combat and besiege a city. However, there, there is a way that this can be accomplished. Two ways, actually:
 
1)  Manually forage all other corps, leaving these (and any others you don't want to forage), and then end the turn. The game will pay for supply automatically if there is a depot in range. Do NOT use the auto-forage button.
 
2)  Purposely waste movement, to use up all of the movement of the corps, ending their movement exactly on the space where the battle is to be fought. This means zero movement remains, and thus it cannot forage "using movement", so it will still be able to besiege the city at the end of the battle.
