AA and ASW R and D

In theory it would be good for some sort of development of AA and ASW for ships as it seems to me that many ships could have been much improved sooner . I wonder what stopped them ?
We have R and D for planes and for ASW and AA it seems logical that you can choose to invest in this as well

I believe that the major factor in AA upgrades was the bottleneck in the production of the 40mm guns in particular.  IIRC the RN put in a large order for these weapons, many of which were reallocated to the USN ships in the Pacific.
