Commander question

Is it important where you have your army and theater commanders? I guess you just need to have your theater commander inside the proper "theater" while you need your Army commanders in the same region you want influenced. Is that correct. Also I read somewhere in the manual something about "within 6 territories", but I can't find it anymore. [8|]
