I am playing the Union and have never seen a Reaction phase for them.
Favoritism is alive and well here.

@TwoTribes: the defender has a reaction phase if he is attacked. It is unlilkly you ever see a reaction phase until you get attacked by the Confederates. Hence the name "re-action". As Union player you are the one starting the "action". [;)]
