Are there some general tips on activation that you veteran players can offer?

I have read the manual and watched all the tutorials but am still trying to figure out exactly how a commander is activated (red arrow) for movement?

Thanks

Make sure they are in range (six regions) of the Theater commander.

Make sure there is at least one Depot in their location.

Don't expect too much from average Army commanders during the Winter, they won't tend to want to move much.

You can see the calculation for their initiative each turn by mousing over the leader.

In addition to what Erik said:

1. This is basic, but different from many games, you must put your unit commanders (with attached troops) in the same region as the Army Commander. While about any Unit Commander might be get initiative anywhere (it's a long story), this will maximize the chances.

2. Put the Theater Commander in a region where the number of population centers and factories add up to at least 4 (manual p. 76).

3. Choose Theater Commanders for maximum command points, administrative and rank. No other abilities matter.

4. Choose (offensive) Army Commanders for maximum attack rating.

Is there a difference between activation and initiative?

1. You activate leaders onto the map who are "off map".

2. Initiative is needed to get movement points to attack the enemy.
