Ship Availablity

I have set this for both sides to 200 %. Anyway, there are lots of ships (1 BB, several DDs) in Pearl, a high propability is shown for getting ships sent to Noumea, but only a sub here and a TK there are sent. Why is this? I thought it would rain down ships on me?

I already sank a lot the IJN, is this somehow combined with the 200 % setting for IJN somhow preveneting me from getting more ships?

As I understand the UV pdf ; the more ships that are in the theatre, the less likely that PH or Tokyo will release ships ( particularly Capital ships ).
These ships would be used elsewhere instead. As I see it, it is also likely that the less ships the opponant has, the less likely that PH or Tokyo will release ships ( again particularly Capital ships ).

The AI likes to send capital ships like BB/CV only in combination with other, smaller, ships as a combined fleet. If you have no CA/CL on hand then you may have to send some back to get the big ships on theater.
