Odd movement glitch?

Odd movement glitch?

Like the tip says on page 97 of the manual, I am wondering why I can't make a certain move. [8|]

The situation is simple.

Weather: Winter

Put a leader in Biloxi; put a leader in Mobile.

Move the leader tactically from Mobile to Bilioxi; Leader now has 8 -1(winter) -1(road) = 6 movement points left.

Move the other leader tactically from Bilioxi to New Orleans; Leader now has 8 -1(winter) -1(minor river) -4(swamp) = 2 movement points left having used 6.

Now try moving the other leader, with 6 movement points remaining, tactically to New Orleans. Popup says "Unable To Move Here".

One leader comfirms it's a 6 movement point move; the other cannot make the same move with 6 movement points available.

Can anyone either confirm this or explain? [&:]
