(Reported with file attachment at new bug tracking site.)

France declares war on Circassia, GB (AI) gets control. Circassia gets 4I, as normal, but only 1I is put into Anapa garrison properly. The other 3I appear as a second garrison marker in the mountains (no city) two spaces east. When French (Persian) forces move in, that "garrison" acts as a corps, in that it blocks further enemy movement, and battle ensues with chits.

Never seen that happen before....

I have verified this, yes it does seem pretty weird.  I have seen one or two other odd occasions where a garrison appears outside a city but never been able to nail it down quite like this.
