what is the time frame for refitting ships

Depends on lots of things, most of them quite random.

refits happen instantly but deliver small percentage of system damage to the upgraded ship.
refits happen if ship has less than 5 system damage and only occur when anchored at a port with a repairyard/shipyard.
It doesn't make any sense, Admiral. Were we better than the Japanese or just luckier?

Actually, the smaller the ship, the more damage it can have and still go into a refit... i think i just had some subs with >10 sys refit.

I've never seen one do this. Always at 5 or less for any vessel.

No, rtrapasso is right. Many small vessels (DD or below) refit at 9 or 10 sys damage - at least for the Japanese.

Let me second the comments on refit variability.  For the Allies these figures are typical: 
 
Battleships and carriers typically refit with an added 5 points of sys damage.  However, I saw the Wasp get a 1943 refit that added 10 points of damage.
 
Cruisers typically refit with 10 points of sys damage.
 
Destroyers, subs, mine warfare, transports, cargo ships, and PT's refit with 15 points of sys damage.  That's overkill on PT's, but the major thing they get is a radar set that should prove handy in night battles. 
 
The USN seems to have a lot of "block" upgrades that hit on 10/42, 4/43, etc. so a good note to Allied players to keep an eye on that and perhaps turn off auto-upgrades so you don't get Pearl or Sydney suddenly jammed with a mess of work.
