Query: what prevents stacking three or even all four ACs in one theatre or the other?

Same as to both TCs.

Just for fun I moved both TCs to Western Theatre, but when I tested them with the "l" (small L) key, it showed initiative "influence" into the Eastern Theatre. Same when I tried it the other way.

Rule on initiative says the AC draws TCIB from it's theatre commander.

I don't know that I see anything in the game mechanics that prohibits an AC attempting to draw from any TC in his theatre. For example,
CSA has both TC in the Eastern Theatre to increase chance for offensive into Maryland.[X(] TC#1 located in Eastern Theatre fails initiative; TC#2 likewise located achieves initiative and can now add TCIB to the AC.

CSA also has 3 ACs located in Eastern Theatre, all in separate regions, all within 6 regions of TC#2.

Seems to me each of the three ACs will get the TCIB from TC#2.

Has anybody experienced this?

Can anybody find a rule that prevents this? [:-]

Late at night a few days ago I was once again trying to figure out the best plan for KY as the Union vs. the computer. The computer Rebs will go for KY every time. I tried several things always assuming that KY would stay neutral if both were there. If I invaded the state always went for the south (SIGH).
My basic plan is to have troops in place by Sept. as this is the month any Reb commander would invade to keep the chances of it going Union down. I use a first turn draft and had two armies with one i n Cairo and the other north of Louisville, and several smaller leaders in Cincinnati. The one in Cairo is the largest and will have to invade across the river into a fort(unles you get lucky), the second under Halick with Grant as unit commander attacks Louisville. The units in Cincinnati move inot Lexington and farther if possible.
To this plan I added a second army commander by placing Little MaC in Cincinnati with one large unit commander (like Banks and several smaller 1 unit Commanders to take the regions to the SE and SW of Bowling Green where the Rebs will retreat to from Louisville. I have been thinking of putting grant with MaC because given all in fantry he often gets 6 movement pts and could get behind the rebs on the turn of the invasion. I am rattling off a bit but I just wanted to let you know that having three armies in the west at start can work

madgamer --> I am finding that enough guys show autonomous initiative that you can usually invade in August. Just bring all the guys down from OH, IL, WI, and IN and you should have enough guys. Try maximizing your number of leaders with troops so you have maximum chances for autonimous initiative. Be prepared to create cavalry leaders to lead the way (the 3 MP's they get w/o initiative is enough to capture most zones) with inactive infantry following-up. Infantry that gets initiative can capture additional territory on their own. Even 1 lonely brigade is enough since there is no fighting.

I think I fear actually having to start the war fighting for KY more than I fear KY siding with the South. I can make that up by building 4 additional factories -- a manageable problem. But the time spent kicking the rebs out of Kentucky -- much harder to replace!

Nothing prevents you from having 3 or 4 AC in the same theatre under the same TC.
Each AC will only draw help form one TC though - so having two TC nearby wont increase the chance of getting help from one.
Nor does stacking two AC in the same region help as only the senior AC will be counted when determining if the corps commanders in the region get initiative.
 
Its quite normal to use 3 AC in the west as the Union.
