Promotion delay again?

What decide if a commander arrive with prom delay or not? Is prom delay not killing the prom game for commanders with a big delay? I mean, why adding commanders with 25+ delay? Why not let the players improve their seniority by combat action in this case? I don't understand the logic for long prom delay.

For short prom, I understand that it is to help the game goes historical, by having say a commander get a new star after 6 months. It is ok for me.
