User Scenario Locks Game

Hi, I've tried to beef up a WestPac scenario. I added a task force, an airbase, and beefed up some of the groups that were there. Now the game won't even start. I've installed the latest update (2008.024)which changes nothing. I have a brand new quad core system with 4 gigs of RAM and to of the line vid & sound cards. Why would this be happening?

The details are kind of sparse, but you can check to see if you have an empty group somewhere in the scenario. Just open up with the SE and cycle through all the groups with the space bar.
