Eastern Command/Luftflotte 4

What role(s) does Eastern command and Luftflotte 4 play in the game (original and the new version)?
I've seen the HQ's but there are no units, for the allies at least. Does the allied player get control of Russian units later in the game?

Eastern Command, are bases that open up that the Allies can shuttle to

Luft 4 defends the areas in the East, Vinnia area, Luft Sud Ost defends the South East side

for right now, no the Russians are not in (we got one USSR Squadron that had flown into Italy to help with the BAF included)
