Army commander benefit bug

If the 2 leaders in Wheeling move into Grafton and perform an overrun on the first Union turn, the combat display shows the Union combat units receiving firing/target benefits from initially colocated Army commander McCLellan (whether he moves into the combat hex or not).

The manual's 9.1.2 Overrun documentation says "Army Commander ratings are never added to attacking units in overrun combat." Is this a misinterpretation on my part, a documentation error or a bug?

This outcome is probabilistic; it happens about 1 in 3 times with new games.
I also have a saved file.

I think this would be a bug. I can't get it to happen in my limited tests. In your save, does it happen every time, or is it still only 1 in 3? If it is every time, please send it to 2by3@2by3games.com. Was this with 1.010?

Yes, the detailed combat display replay shows it every time.

It occurred 3 times in the 10 new game tests I ran.

It is ver 1.010, and a save file is on the way.
