Lend-Lease in WaW33D

The Allies are playing the Aid to Russia card in WaW33d, which means Russia should get 2,000 supply points. But one turn it looked like Stavka only received 1,000 points beyond what Russia internally produced, and another turn it looked like it got zero. The Allies own Norway, if that makes a difference.

Maybe some german U-boats finally got those Murmansk cargo ships hm?
I mean, there are probably german U-boats lurking in the cold waters, draining the supply aid.

Looking at the event it uses a ExecGiveSupply X,Y,Z. This event will give Z supplies to the top HQ of the closest HQ to corrdinates X,Y. So if you have an HQ near to 80,0 ("To Murmansk" hex) that is not attached to the Stavka HQ then the supplies will go else where.

That's all I can think of. Oh yeah, Norway has no effect on the Lend-Lease transfer.... it should or Norway is useless.
