Naval Movement Order

I have searched every inch of the screen during my diplomacy phase to find the button that allows me to change the naval movement order so I can go last as GB. Can someone please help me out! Where the hell is the button? I can not find it. I see a picture of what it looks like in the manual, but it is not located anywhere on my screen. This button was moved to the Reinforcement Phase in one of the early patches.

Correct! This was done to allow Great Britain to make her decision AFTER all diplomacy effects were reported.
