Garrison problems continue in 1.03.13

Hi all
this was reported for the previous version, but appears to persist into 1.03.13. We have several garrisons that have been dropped into enemy territory (i.e. either enemy home nation or enemy controlled minor). When these garrisons are clicked on they are shown as besieging units rather than units inside the city. Is this just a display problem, or are these units really been teleported out of the city?
This has become a critical question for the game I am in right now, where a significant force that was inside a city has been teleported outside the city, where it can be pounced on by an even larger force. It would be unbalancing to see this teleported force eliminated because of the bug in the game.
This incorrect inside vs outside the city status appears to be occuring to both corps and individual infantry factors inside enemy home nation and minors. Previously in our game this has prevented an occupying force from bringing a fleet into the port to evacuate troops.

My experience of this issue (garrisons in enemy territory) suggests it is a display problem and that the game (in this respect !) functions correctly otherwise.

Have others had the same experience?
 
In this particular case, we have the additional problem that the game has, for reasons of its own, placed a French Infantry factor inside the key city of interest, in this case, Paris, while the Austrian corps that was in the city was teleported to the beseige box. So, since the game should not be able to place a French factor in an Austrian occupied city, the problem seems to be more than a dispaly problem.
 
This is a PBEM game with 7 human players at the start of July 1805 in the naval phase. The stealth French garrison magically appeared in the French naval phase, or at least, this is when it was noticed.

Do they only goto the city when you click them?

Marshall, when I've seen it (not as much in 1.02k as before), you can't move them around to the right place. You can click the button, but they go to the other wrong slot.
 
There are a multitude of ways this city garrison stuff can go wrong. How feasible would it be to ALWAYS ask the player where to put the force whenever an enemy force arrives? This is the way it used to work in the board game: Your force was just in the area until an enemy force also arrived. Then, you had a "free move" to go into the city (or, stay outside and fight, OR split your force, doing some of both -- if you had more than one corps present).
 
If you COULD do the above, that would also solve the problem where an enemy can see whether the force of his target is in the city or the field, thus allowing him to change up his battles to match. For example, Napoleon isn't needed against a garrison, but he may very well want to help out if the force is in the field.
 
NOTE: This decision need not be an active one by the power controlling the rural/garrison forces. It could operate just like the surrender/sortie options: Chosen in advance by the player, with a common default value (go into the city if the force fits, perhaps).
At LAST! The greatest campaign board game of all time is finally available for the PC. Can my old heart stand the strain?

The bigger problem is that a garrison should NEVER be outside of a city!

Except on a Supply Depot perhaps?
 
If my faulty memory is right; They could  a) stay and force a Limited Field battle, or b) destroy the depot and retreat to the city as a garrison when an Enemy Corps first enters the area they are in...
 
This would be an exception to a Garrision being outside a City (at one point) in a turn....

The unit was moved into the city when it captured Paris during the previous turn.
 
During the reinforcement phase, I gave the corps orders to surrender/sortie/fight etc., so I know it was in the city.
 
The Austrian unit likely got the boot either during the during the first naval phase (the problem was noticed in the Russian naval phase (GB went last in the naval sequence).
 
This getting teleported out of the city appears to happen in other cities as well. It happens anytime you try to place a unit in an enemy home nation or minor country, and corrects itself when the minor changes control to you flag.
 
The stealth french garrison factor is a complete mystery. We're not sure if the single french factor that was defending Paris re-appeared, or somethng else.
