Problem with 1941 Russian Winter Rule?

According to the Russian Winter Event for 1941, it will fire every turn until March 1. However I continued to see the rule in effect until the March 16th turn. Is this correct? Or is the intent that the effect is automatic every turn until March 1 and thereafter there is a limited chance it will still be in effect?

Unfortunately, I didn't think to save the game at that point. But it was the '39 scenario.
