What are you doing when you get that error.  Specifically.  Have you changed any OBX files?
 
I have revised more than 50 OOBs in RS without a single error.  It works perfectly.

0 have not edit a thing. I open the OOB editor in Rising sun and this is what I got...Isn't 00 nationality Russian

Russians are in RS. 
 
Does that error message appear immediately upon opening the RS OOB editor?  It appears to be a formation file error of some type; a missing (or misnumbered, most likely) unit in the formation.  Push OK and if any more appear continue until the OOB editor opens...however I would become suspicious if there were more than a few as mine opens "abra cadabra" (running on XP2).  I had an occurance, back with the "Blitz Club's" EF expansion disc.  For some reason it appeared to load OK but when I went to explore the new units some of them showed "0" factors and many error messages showed up in the OOB editors.  Before panicking, I reloaded (very carefully) and voila everything clicked.  Back in the days of the pioneering mods, this error (or ones like it) was not entirely uncommon...as there are zillions of permutations...and "one" of them may have had an error.
 
How familiar are you (Barker) with the CS OOB editors?...before I continue...as a working knowledge of them is required in order to explore a possible cause of the error.
 
Indeed, having noticed other comments regarding MECS...Matrix's version of CS, in it's basic form (v1.01), was a gigantic leap forward for RS as compared to the original from TS.  Open them up and compare.  The TS version of RS did not even include the Dutch, the Chinese and on and on and on...you want to talk about being dissappointed...and again that was the TS version of RS, which was an obvious "hurried" release. 
 
Prudence might be the watchword hence, especially regarding mods completed long before Matrix picked up the ball and after TS so ignominiously "dropped it".  The additions included in the Matrix version are not from "one" individual...but are the culmination of many, many peoples input going back to the beginning...and that means years.

Actually Craig Foster did add the Chinese Dutch Thai Axis and Allied Comunist China. I am very familiar with the OOB structure. I think what has occured is a tpyo or something I can delete the pesky Units but they won't be available for scenario creation hence the problem. I can create the necessry oob's for the game or wait for the proper OOB in the future. I really is moot anyways
