I was going to say its a Dutch K VIII class sub, possibly the K IX, in service with the RAN as the K-9. The thing thats got me flumexed is the low down on the hull position of the bow planes, they don't match up with any pics I can find of any WW II Dutch, or RN subs (not even the lend lease US R & S class boats). As far as what she's resting in, it appears, based on the arrangement of the AA guns, to be a USN Ashland class LSD.

IJN cargo sub (HA-101 class?) salvaged for evaluation...don't have refs with me, someone can find the correct class/hull number

I didn't know such a thing existed but it does look like it is being salvaged. The lower part of the hull looks like it has not been maintained well as if it had settled in shallow water or was otherwise not seaworthy. The design and construction of the boat also seem ham-handed. The conning tower appears to have been manufactured out of left-over cooking oil cans.

PS...it also has no forward torpedoes

I think it is aboard an ARD-12 class drydock ship (USN). Most of that class did not have names.
