Can Germany get

all their allies to join within the historical time frame? I haven't been able to do it but I don't know if it's just bad Diplomacy 'rolls' or if there just aren't enough Diplomacy points to be had?

You can always change the DPs by modding it.

Shouldn't have to. By July 41 the game should give you the points and it does not.

In 1.20 patch this has been fixed. On Ribbentrop-Molotov and vichy events Germany gets some DP which, together with their +5 DP per month, is enough to bring all the historical allies into war prior to operation Barbarossa.

I have never gotten them all in by the end of 1941. I don't think there are enough points available if multiple tries are needed.
I have never been able to bring Finland in. I have been able to get all the others in, with the help of Italy, but I think Finland will be sitting this one out[:)]
Perhaps some events that move allies closer to entering are needed.

What happens if Russia does/doesn't attack Finland? Didn't finland receive support from the western allies and the axis during the winter war?

You need a balance between pure wargaming and historical simulation to make it fun and "what if"

For example....

RULE
USSR's army is (low) experience untill 1943 when it becomes (average) experience.
Finland is a nuetral minor (wont join either side)
CONDITIONS
If USSR has a limited war or full war with any major power for at least 1 turn, its armies because average experience in 1942.
(like going to war with Japan, Finland, Romania, Turkey, Persia, Iraq)
If USSR has a limited war in a weather zone where the condition is snow/blizzard it gains winter bonus (or lack of penalty)
(here this points to declaring war on Finland/Norway/Sweden and gaining experience in winter warfare)

These scenario give incentive for USSR to attack Finland and if it doesnt, Finland never comes into play.

It mixes history with "what if" adding to a more dynamic game.

In reality the USSR already knew about winter warfare, but they did learn combat experience from their limited war with Finland.  Just like the German's improved on their warface doctrine after Poland.

BTW I am not recommending this as an add on to WW2: R2V, it is just an example for the posts above.
