creation of polish kingdom

I tried to create the kingdom of Poland. Clicked the correct button but during ecomnomic phase there appears to be no money and no manpower. I had all the (P) indicated provinces and I was playing Russian. Is the kingodm only able to be created by France? What is the correct procedure to create this kingdom?

When you first create a kingdom, whether Poland or any other, it doesn't take economic effect until the next econ phase. During that initial phase, the resources will still be available as before to your home country, however. In the following diplo phase, if you watch the resources tally for your home country in the upper right, you should see the drop; and in three months, you'll be able to start Polish builds.

This is correct and important to note when creating kingdoms!

I created Poland from Prussia alone.
However, after 2 quarters, when I loaded the latest beta update, now Poland is permanently without any manpower.

I took a look at this just this morning and fixed her in 1.04.02

I haven't run into any reproducible errors yet, but there have been a couple of things I want to look at more closely...

I saw the Manpower problem and was able to dup this. The save that was sent allowed me to do this easily and it helped speed up the fix.
