Interface/Display Question

I have looked and looked to try an find it in the rules but what are those two vertical bars that are shown during combat? One grey and one blue, they move up during combat. At first I thought it was a percent of something but that ain't right! Will someone please enlighten me!! Thanks!

Thanks! Now what are the units of the display .... thousands of men or number of units? Can't be percent! But basically the higher the color bar goes for your side the better, right?

I remember watching it and both sides were near 300 with the union always a little ahead and the north won. So it's not a percentage of commitment.

I always watching the to hit chances and rooting for my side to wonder what it meant.
