small yellow zig-zag above ship/plane?

An easy question for someone, what does the small yellow zig-zag (lighting bold) above ship/plane mean?

Does it mean the active radar is been disrupted by EW?

Yes.  That's exactly what it means.  ECM is jamming that unit.
