U-Boats?

If a CP player decides to go all out with U-boats right from the start of the war, where is the best place to deploy them? The North Sea or the North Atlantic? Or both at the same time?

The Atlantic.  Britain has to put her shipping in the Atlantic in order to get food and RMs.
