The attached is the start of the second Union turn of the 63 scenario, where all Union naval units have moved from MissR1 and the Union gunboat squadron has moved to MissR4 (Vicksburg) on turn 1.

A mouseover of New Orleans shows a Union supply cost of 3 (correctly, since there are no Union transport fleets in MissR1).

1) If the Union gunboats in MissR4 bombard Vicksburg, the supply cost for New Orleans changes from 3 to 1. Why should this attack influence the New Orleans supply cost?

2) If a Union transport moves into MissR1, the supply cost for New Orleans changes from 3 to 1 (correctly, since there is now a Union transport fleet in MissR1). However, if the transport move is Undo, the NO supply cost remains 1.

If the transport remains in MissR1 at end of turn it will be attacked by HA in Baton Rouge and if it moves to any region except it's orgin (an Undo move) it is attacked with Op Fire. This Undo move exception to Op Fire allows the (presumably unintended) tactic of supplying a region by river through a river area that is covered by enemy HA without being subject to HA fire.

One solution, assuming design intent is that a transport providing supply activity in a river which is under enemy HA should be subject to attack, is to trigger Op Fire if the transport moves to its region of orgin as well. Another is to take away the first transport's remaining MPs which provides supply activity (similiarly to a transport which provides strategic movement).

Both solutions have the downside of denying the transport Undo capability, since the suppy activity occurs immediately upon moving into the river area. This would cost an inattentive player a transport on occasion.
