Supply levels?

An nasty campaign in Serbia has left my Austrian forces there with a supply rating of less the 10%. Does this effect my ability to refit them? Ever since they fell below I cant issue any HQ's or Corps points. Makes sense if they cant.

Yes, their supply level is too low. Use strategic movement to pull them back to a better supplied hex so they can recover.
