Common Problem 1.71 patch errors

Have seen many posts with this common problem, and have read through the numerous threads and NEVER have seen anybody indicating a FIX.

New Gamer in July...windows XP, and I cannot get the 1.71 Patch to work. I have installed and uninstalled Puresim four or five times and still the same. The old faithful Error 429. I can only get patch 1.20 to work, and feel I am missing out on features that the 1.71 brags about in print, but unable to see in person. I even reformatted my hard drive and reinstalled XP, and still nada!!! Is there a fix??

I went to this thread and followed the directions there.  I uninstalled my exising copy first and then followed puresimmer's directions.
