Bulgarian HQ

I take it the Bulgarian HQ can't be refitted? It is down to one and I've 6 points but when I click on Buy HQ it doesn't change. I can only buy arms and trenches.

It can be refittet. But you need 9 points because one production point of a major power equals 3 of a small power.
