Artillery always starts with max strength

I found a bug with the artillery strength at the beginning of the game. It always starts with 3000 men despite what is written in the ACWstart.txt files. For example in the standard campaign both the Jefferson Davis Battery and the Washington Artillery are listed with 2500 men in ACWstart.txt, but in the game they show up with 3000 men each.

The code seems to be following the design document on this, though there's really no reason not to use the data file numbers.  I'll change it for the next patch.
