Quality bonus in detailed combat

Is the "QualityBonusInDetailedCombatPerDiffLevel" in the AcwConstants file working? I tried changing it to a higher number than 100, but I still dont see a quality increase for the AI brigades.
Thank goodness we don't understand the language of ravens, jackdaws, crickets, frogs, and pigs. Otherwise we'd probably worry about what they think too. Yet how many people seem more brainless than the frogs and jackdaws? Does that make any difference to

The DetailedCombat_DefenderMLBonus dosent work either. I tried changing it to 4000 but the change didnt show up in detailed combat.

They're both working, I just spent a half-hour verifying that they are working properly.  There is a cap on morale modifications -- morale cannot be increased above 1+3*morale/2; you're probably just seeing the effect of this cap.
