My understanding was that was as designed but I might be wrong!

I had something similar happen as Germany. The border doesnt change, and even though I control existing food hexes in Holland and Belgium, my strategic phase shows only 1 captured food hex and hence no contribution to Germany's food supply (need 2 captured food to actually contribute 1 food to Germany). So either a food hex disappeared but the graphics are still there, or else I am not getting credit for one of the two captured food hexes.

The border doesn't change with Holland as there are no annexations of its territory. I'll check the food thing.

Could be that the Belgian food hex was plundered. Its almost impossible to avoid passing over it, and therefore it gets plundered.

True, but on my map its still there, several turns after I moved through. So is the Netherlands food hex, which it turns out I never moved through. The French food hex north of Paris was plundered the turn after I moved through, and disappeared. So I should have two food hexes captured = 1 food for Germany, but my strategic phase shows 1/0.

One possibility I just thought of, is that I would be getting that Netherlands food via trade, since Netherlands retains its borders. Whereas the Belgain food hex would still be 'captured' since Belgium is incorporated into the Germany. I will check during the next strategic phase and see if germany is getting any food via trade.

In my next game I will probably use a Russian first strategy, so I dont have to worry about all of this! ;) But it would be good to understand what is happening.

I didn't find any problem. I invaded Holland, it surrendered. Hexes I hadn't moved into remained under enemy control. The food showed up in my captured total.

If you've got both a captured Dutch and a captured Belgian food and you're only seeing 1 food in your captured total I should look at your save file.

Frank looked at the save game file, and the answer to this is that once Belgium is annexed, the food there counts as German food, not 'captured' food. This means that food hexes in annexed areas are (at least) twice as valuable as food hexes that have been captured but not annexed.
