Letting people in hex of city control prod of SFT:S

Is it possible to let the people of the hex control whether a special SFT would be able to be built?

In a scenario i want a special people called europeans. The cities with european inhabitants are the only ones that are able to build a special SFT (reserve infantry). Is this possible to do?

Is there different ways of doing it?

I noticed that WAW made it with special cities. This would however mean needing to remake all citylocations and then change all city locations in europe. So i was kind of looking for an easier way out.

Try the solution used in Tolkienesque. It has exactly what you want.

Took a look in the scenario. You must go to the item screen and manually select what peoples must own the hex to allow the production of the specific item. Then you simply choose each city´s people. I hope it will work.
