Okay, why does the screen jerk when I scroll around the map?

I noticed in the game options or preferences setup an option to increase map scroll speed or decrease it. I can't for the life of me figure what a delayed map scroll is meant to simulate. But in any event, I set the map scroll delay to "0". Nevertheless, it is still somewhat "jerky" when I scroll around the map with my mouse. Is there any plan to remedy this?

P4 2.2Ghz Northwood core
2GB (yes, Gigabytes) PC800 Non-ECC RDRAM
GeForce4 Ti4600 128mb DDR /w 300mhz GPU (28.32 drivers)
Abit TH-7 R II-133(RAID - 0)
Dual 60GB Maxator ATA 133 HD
Audigy 5.1 Platinum (latest drivers)
DirectX 8.1

Anyway, I'm enjoying the hell out of this game, but just wondering: a) why map scroll is jerky; and b) is anything going to be done to remedy it?
