Assigning leaders to a single brigade?

What purpose does assigning a general to a brigade accomplish? I do not mean a division.

Can a brigade with a general assigned to it be combined into a division?

They get the bonuses of the general and moral boosts. They do keep cohesion in the Unit I believe.

But can a brigade with a general assigned to it be added to a division?

No. Just one leader is allowed on a division: the division leader.
