Axis AI doesn't use arty or off board mortors

Axis AI doesn't use arty or off board mortors

I played through the first round on the 25 day campaing playing as Elite Allies Vs. AI Recruit Axis and the AI never used any of their off board bombardment support in any of the battles. I started a quick campaign as the Axis just to make sure they even have any to use, and they indeed have 7 of both mortor and artillary. [&:]

Just an update, starting on turn 2, it seems like the AI is far less shy about using its arty and mortors. Apparently it's just during turn 1 that it doesn't want to use them (so far).
