Units wont load for Naval Move

I've installed patch 1.06 and I'm playing game for first time. Started as Axis in 1939 and i am now in 1941.
The problem is loading troops for naval movment.

I have IT army in Tarranto, and have 65 PP's. when I try to load for Naval move it says "no friendly ports nearby". It says the same for IT army in Tobruk, and GE army in Copenhagen??
Brest and Helsinki Axis port appear to be OK??

Please help.

You need to be next to the port hex, not the city hex & you cant load garrisons on ship - is either of these the problem?

Yes, I was trying to load garrison units.  This makes sense now, thank you.  I wasn't aware of this, I'm not sure it states this in the rulebook.  I use the NATO counters, so I assume garrison units are the one's with small crosses (as some are called garrisons, have a korps designation)?
