Question about Scenario Setup

Question about Scenario Setup

When one begins a stock-scenario, are the sides in the battle supposed to begin their initial deployment in "roughly" the same part of the map from sitting to sitting? For instance, in the first WaR scenario,Andler, are the Germans always supposed to start in the upper-right quadrant, or does this vary?
