Gas problem (in 1.1)

Yes, I have not upadte because, I am in a PBEM game with a friend. I olay TE.

The question is that German as Grenn CrossGas already used 2 times, and TE got Green Cross Gas this turn. To my supprised I got 4 gas artelliry reload. Normally I should not, as Germany has already the gas.

Is it a bug? is it normal but the Gas reload won't work or whatsoever?

When used they will have no effect. This is still the case in 1.24

Is it a bug? or is it the normal way of the rules?
 
When I will uograde to level 2 gas, will the inefficient gas reload will disappear?
