As to the formula: air resistance forces go up as the CUBE of (relative) wind speed, which is what i based my calculations upon. . of course, there is some interplay between other forces as well (engine friction, etc.), but it seems to be a good approximation and works out pretty closely to what i've read about reports of fuel consumption in combat (where the planes are usually flying at around maximum power).
