How do I use the ammo cannister?

Use them the same as ammo trucks or ammo dumps. You must be adjacent to them, or better yet, in the same hex as them to gain ammunition. Experience and suppression affect the reload rate as usual.

Has anyone ever noticed if the ammo crates will work while they are loaded in a truck?  Hopefully not.
Reduce SP:WaW slaughter, "Low Carnage":
Settings: 80Spot,80Hit,100R/R,XXXTQ,110TkT,150InfT,180AvSoft,130AvArm,150SOFire / Command & Ctrl ON / AutoRally OFF
