How to tell if a CV's flight deck is operational?

After a carrier gets damaged sufficiently to cause any of its squadrons in the air to divert to nearby land airfields, I've been trying to find some indication of when it might be possible to return those squadrons to their carrier (i.e., if sufficient repairs have occurred to allow the flight deck to begin operating again). But I can't find anything on eithe the TF or carrier screens that tells me this, and don't see anything about it in the manual either. Is there a way to determine this?

Hi, I think it is in manual, but it first came to my attention back in IChristies beta test AAR during the great "use the damaged CV" debate prior to his attack on L'ville.

It is indeed in the manual, but it was unclear to me if both had to be over 50, or if it was the total.
