What's up with Lancer's ?

Only just bought this game Nov 06.

I have the necessary Barracks and Courts lvl's actually exceeding what the manual says is the requirement. Still can not train a Lancer unit. More materials than required also. Updated Manual says 120 textiles are required. Other places say 80. I have more than 120 and still can't make them even though they are black texted and supposedly available.

Is their something not in the manual about requirements for them?
