Kyoto not producing

For the last six months (or more) the production of aircraft at Kyoto has come to a standstill - regardless of whether I halt, resume, etc. Also at least twice when I do an initial click on the city the game freezes totally.

Stock game or a mod?  What type/s of aircraft are you trying to produce?  Have you manufactured appropriate engines for them?  E.g. if it is the Ki-61 Hien (the Tony) you are trying to manufacture, you will need Kawasaki engines for them.  Are aircraft factories elsewhere producing OK?  Is clicking on Kyoto the only action that causes the freeze?
 
Sorry if this is asking the obvious, but your post doesn't give any clue about how familiar you are with the Japanese production system.

Thanks for prompt reply; did not give details in case was common and easily answered problem. Standard game - producing Sally, Nick a, Oscar IIa all with Nakajima engines - factories elsewhere going fine -present prod is 1606 (on 1/30/43) going up at 5-10 per turn. Engines at 1843. Present Kyoto prod is Sally (10) 0; Nick (42) 0; Oscar (20) 0 - far far too low!! Only fascinating note is that for a short time the engine plant at neighbouring Maizura also stopped increasing (I noted it as it is one of my confounded Kawasaki plants!). I shipped in about 6,000 tons of resources from Aomori and it started again! Is there some peculiar inability of supply/resources to get to an inland production centre like Kyoto?  Hope this helps - am happily playing away (as I have since the game was first produced) regardless!

It sounds like you problem isn't with airplane production, but instead is a problem with your airplane factories repairing.

If your factory for Sally shows (10)x0, this means that the factory could produce 10 airplanes a month...the (10), however, it isn't repaired...the x0, so therefore is not producing.

You need 10,000+ supplys at Kyoto in order to repair 1 of the (10) each turn. In other words, if you had 10,000+ supplies at Kyoto, the next turn, your factory would become (9)x1...then turn after that, (8)x2...etc.

If your factory shows (8)x2, this means that the factory has the potential of producing 10 planes a month, but since only 2 "bays" are repaired, this factory will only produce 2 planes a month (if all other conditions are met...ie. enough HI and engines).

The problem with Kyoto is that it does not have a port so you just can't ship supplies to this base. You have to "trick" the computer into drawing supplies to Kyoto. One way is to station a HQ and possibly a division at Kyoto , however, when I had the same problem that you are having, I stationed about 5 air units at Kyoto. It took a few turns, but eventually the supplies started coming in enough so that my factories started repairing.

I agree, the same thing can happen at Gummo(sp? next to Tokyo) I move the command HQ from Tokyo to Gummo to help draw supply from Tokyo.

YOur suggestion worked within three days - loading in aircraft headquarters and tank regiments to Kyoto saw the production start to shift. Again many thanks.

Another way of unsticking supply blockages at the inland bases on Honshu is to move in some level bombers and use them to fly supply missions at the base.  I suspect that moving in some transport aircraft would have the same effect.
 
Moving resources into a base might have the side effect of boosting supply levels to the point at which stalled factory repairs re-start, but it is supplies, not resources, that are the critical factor.
 
I assume only one aircraft factory per turn is now repairing at Kyoto.  If you need one of the aircraft types now being produced there more than the others, you could set the others to 'do not repair' for the time being, thus giving production line repair priority to the type you need the most.
 
Has your game freezing problem has also now disappeared?

This is due to the Kyoto protocol. All heavy production ceases. You should expect the problem to spread across the map...

For Local Yokal, Nomad anc Charbroiled and all that helped. Kyoto (not the Accord!) is now in full production - happily making up for months of neglect! Interestingly as I noticed this I started to look at all the other minor production sites - Hamamatsu, Nagoako, Matsuyama, Kanazawa were all also at a stand still - in this case mainly for engine production. Solved all these centres using a combination of the ways you suggested but realised (after all these years of playing!) that the Japan internal distribution system cannot be taken for granted (in fact it is distinctly sloppy). As a solution am setting up dedictated supply (not resource) convoys from Takao, Haiphong, the northern Kyushu cities etc. Even going to far as to shift my main aims - to take the resource (not oil) centres such as Wynham, Darwin in Australia, the Chinese production centres etc and eastern Bengal. Incidentally I am playing the absolute standard game with one small exception - increase 20mm aircraft cannon by one (the basic game grossly underrates cannon compared with the .50).  PS: NO crashes since Kyoto started working - have no idea what the connection could have been!
