Neutral, mainly Italian entry question

I've hot seat clicked through to look at neutrals and the Italian army and their production. Does Italian production start when they enter, and not before?

There are no neutral production.

First production occurs in the strategy phase they enter or the one after war have been declared upon them.
Hit them where they aren't
