RHS 7.954 micropudate (USN cruisers)

This is just the ship file and the comment file with version number. It mainly adds four Cleveland class CL to USN in the last year and a half of the war. The longest of these was somehow overlooked. The other three had naming problems - almost impossible to reconcile if you wanted to use "strictly historical names" because some other hull already had the same name. This arose in part due to ships being named after ships lost, otherwise to the practice of "name swapping" to preserve the name of a ship for a city already told it was going to have a cruiser named in its honor (when the first or even second ship with the name lost it in favor of a war loss). RHS has a naming rule that makes this easier to deal with:

1) We use the FIRST name of a hull - which works surprisingly often.

2) If one above cannot work, and the second or later name works, we use that name.

3) If neither one or two above work, we use any later name for the same class that didn't make it in time for war service.

4) If none of the above work, we use any later name for the same type of ship in the same navy that was too late for war service.

5) If none of the above work, we use any name of the sane scheme.

To insure less confusion - for CVs we put in the hull number after the name in almost all cases (the first Bon Homme Richard being a notable exception). Here we have added hull numbers to the USN CLAAs - because one of them suffers from a rename which might be confusing. And that one had been missed - and is one of the few eratta corrected. RH Surrey and Cumberland - only in EBO - lose their captains - which are duplicated - and which can be worked around by assigning a captain in an ongoing game.
