Conversion of hexes out of supply in 1.30

I have noticed that hexes out of supply are more or less instantly converted and similarly with cities when not enemy occupied.

In a recent game agains Geoffrey I have so far refrained from spending an offensive to take out Liege as I have Paris surrounded.

Now the remaining defenders in Liege are finally dead and the hex is being converted to German control. The Kaiser is pleased[:'(]

I did not however get the usual notification "Liege has been conquered...." so I assume no morale alteration have been made?

And more importantly although all of Belgium is German controlled and each and every Belgian soldier is dead Belgium still refuses to surrender. It seems hard on the Belgians to expect them to suffer more [8D]

Could it be that the convertion of hexes out of supply does not take into consideration that

Ooops.

.... take into consideration whether a country is conquered and on morale status?

Conquering doesn't know how or care how a nation lost its cities, capital or morale etc. If Belgium is ready to surrender it will. Are you sure you have Ostend?

Yes - and no Entente units nearby so no contested hexes
