why does the ai keep so many troops in the north

why does the ai keep so many troops in the north

when i play as the south i usually have the union running out of steam after they take kentucky and some of mississippi. oh and the multiple costal landings. after that they seem stretched too thin and they pretty much sit there for most the rest of the game. however i check the map and i see about 30 units scattered throughout the north. if these were combined in an army this could make things much different for me.

any particular reason why they do this?

perhaps you see their repaired units - they pop up in the factory provinces. Other reasons might be "healed" leaders that got damaged. ???

Alot of times there up there to forage in resource areas so they dont have to pay supply costs.
