Transferring ressources

I have some trouble understanding trandfer of ressources.
I have excess Britsih and french transport in north atlantic and still, France cannot transfer raw material to Britain (who will soon need it).

How can I transfert ressources from Frances to Britan?

secondary question can we spend 2 diplomatic point on the same country the same turn?

Have you upgraded to the most recent version of the game (1.30c) ? I believe in earlier versions of the game France could not transfer resources to England.

You can only use 1 diplomatic point per turn per side (TE or CP) on each country.

No we have not upgrade to newer version because we were in the middle of the game.
