The Masurian Lakes

It seems to me that the Masurian Lakes or "Aggerapp Stellung" as it was called between Konigsberg and Thorn in East Prussia should be more difficult to stack in than depicted. Hexes 33.12; 33,13; and 32,13 on the east and southeast should be lake terrain, rated at most like rough, for stacking purposes, due to the poor roads and the lakes in the region.
